It's not a South Tyrol thing. It's not a regional thing. It's Koltern's, used with pride, irony, and dead seriousness all at once — and if you're not from here you'll probably only catch one of the three.
That's fine. All three are there. That's how Koltern works.
A relationship to this place. The lake, the vineyards, the specific way the afternoon light comes in, the long history of being a small place that larger powers kept getting wrong in writing.
If you have to ask whether it applies to you, it doesn't. That's not how it works.
That's handled internally. No criteria are published. A residency permit doesn't do it.
